To increase its focus on data-driven decision making, the Tampa Hillsborough Expressway Authority (THEA) partnered with HNTB to develop and deploy an AI-driven Decision Support System (DSS), which integrates datasets from multiple systems into a single, centralized dashboard. This cloud-based DSS is used to centralize and analyze diverse data streams for better operational awareness and to ensure capital planning decisions improve mobility, safety and performance.

Through a series of workshops to identify THEA’s high-level data needs, HNTB developed priority use cases that leverage available data to support decision making. Using the DSS platform, THEA piloted an automated, hourly toll zone transaction reporting process. Another successful pilot created a data hub that gathered real-time speed metrics from roadside units, enabling the agency to calculate and publish travel speeds.

The Decision Support System provides a foundation for additional use cases. Over time, THEA will be able to layer in additional data, allowing the agency to better predict travel behavior, minimize congestion, provide premium trips and make data-driven financial decisions on future transportation projects.
