The United States Department of Transportation's Federal Highway Administration's $5 billion National Electric Vehicle Infrastructure Formula Program (NEVI) provides states formula funding to deploy electric vehicle charging stations nationwide. HNTB is providing program management, outreach, and technical expertise and support to state DOTs in Arkansas, the District of Columbia, Florida, Georgia, Indiana, Massachusetts, Michigan, Mississippi, North Carolina, New Jersey, Ohio, Oklahoma, Pennsylvania, Tennessee, Wisconsin.

HNTB's national and state experts are actively monitoring electric vehicle charging developments, including road tax revenue options, utility regulatory policies, local zoning and permitting, workforce development and federal funding opportunities. HNTB ensures the state DOT NEVI program implementation aligns with federal guidelines and community needs within time and budget.

HNTB supports DOTs in their efforts across the lifecycle of the program including advising on policy, siting charging stations, obtaining environmental clearance, completing design reviews and oversees inspections, tracking performance, creating dashboards, and conducting outreach to industry, utility companies, all levels of  government, and the public.

A few specific examples of how we have helped states address compliance include:

  • Established a checklist for the Project Companies to help with their success receiving their milestone payments with minimal reviews.
  • Prepared submittal review checklist for the project team.
  • Captured post-waiver compliance considerations for FHWA’s Temporary Buy America waiver to help states navigate this.
  • Supporting construction & commissioning through design reviews and construction services oversight to ensure compliance with 23 CFR 680.
  • Identified and helped to implement several options for how to use NEVI funds to support workforce development.
  • Created a cybersecurity reporting template that awardees can fill out that the feds will accept as their annual cyber security plan for EVs.
