HNTB has been serving as the Strategic Advisor and Program Manager to support San Francisco Bay Area Rapid Transit (BART) and the Capitol Corridor Joint Powers Authority (CCJPA) in the development, oversight, and management of the Link21 Program, which is a passenger rail mega-program.

HNTB is providing support to BART in the development of strategic advisory and program management services that includes imparting subject matter expertise and overseeing the planning, engineering, engagement and outreach, travel demand and land use modeling, and environmental specialty services provided by others.
