HNTB has been serving as the Strategic Advisor and Program Manager to support San Francisco Bay Area Rapid Transit (BART) and the Capitol Corridor Joint Powers Authority (CCJPA) in the development, oversight, and management of the Link21 Program, which is a passenger rail mega-program. 

It will include a new transbay passenger rail crossing between Oakland and San Francisco that will transform the Northern California Megaregion (Sacramento Area, San Francisco Bay Area, Northern San Joaquin Valley and Monterey Bay Area) with a faster and a more integrated BART and Regional Rail system that provides a safe, efficient, equitable and affordable means of travel for all types of trips within the Megaregion. HNTB is providing support to BART in the development of strategic advisory and program management services that includes imparting subject matter expertise and overseeing the planning, engineering, engagement and outreach, travel demand and land use modeling, and environmental specialty services provided by others. HNTB is also leading the development of a megaregional equity framework that includes innovative tools, processes and active engagement to marginalized communities to incorporate their input and feedback into Link21.
