Tim McGuckin joins HNTB as toll technology senior consultant

Accomplished transportation technology and policy expert brings extensive road usage charging and tolling experience

ARLINGTON, Va. (Oct. 24, 2023) – Tim McGuckin joins HNTB Corporation, a leading infrastructure solutions firm, as a toll technology senior consultant based in Arlington. With an extensive career spanning more than 25 years in the transportation technology and policy sectors, McGuckin brings unparalleled expertise in tolling, road usage charging and mobility-as-a-service.

During his career, McGuckin has served as director of technology programs at the International Bridge, Tunnel and Turnpike Association where he collaborated with industry leaders to advance tolling standardization. He then went on to establish the independent OmniAir Consortium, Inc., focusing on V2X standards-compliance assessment and verification program development.

McGuckin’s involvement in RUC dates back to 2013 when he actively engaged in early meetings at the Oregon Department of Transportation and presented technology-driven insights. In his most recent roles with national tolling and payment systems integrators, as well as startups specializing in toll technology, he played a key role in educating state and industry leaders about the effective utilization of smartphones and edge computing for RUC mileage collection, reporting and charging.

He also made substantial contributions to shaping the concept of operations for a national RUC certification program.

McGuckin holds a master’s degree in urban affairs and a bachelor’s degree in urban affairs and planning from Virginia Polytechnic Institute & State University. He is actively engaged with the Mileage Based User Fee Alliance and a graduate of IBTTA’s Leadership Academy.
