Mark Chang joins HNTB as project director in Los Angeles

Former California High-Speed Rail Authority leader brings 24 years of experience in program and project management

LOS ANGELES (Oct. 5, 2023) – Mark Chang has joined HNTB Corporation as project director and associate vice president. Based in the firm’s Los Angeles office, he will focus on pursuing and leading transportation planning projects in Southern California and high-speed rail projects throughout California.

Prior to joining HNTB, Chang served the California High-Speed Rail Authority as regional delivery partner Southern California director of projects, providing oversight for more than 80 program management and regional consultant staff and coordinating with federal, state and local transportation agencies. He worked closely with the Authority and his consultant team members to successfully complete environmental clearance of the Burbank-to-Los Angeles project section of the high-speed rail system in 2022.

Earlier in his career, Chang managed and supported numerous transportation projects for client agencies, which included evaluating Exposition Line maintenance facility sites for the Los Angeles County Metropolitan Transportation Authority; providing OC Streetcar program management services for the Orange County Transportation Authority; and developing a Transit Asset Management Plan for the Southern California Regional Rail Authority, among others.

Chang received a Bachelor of Science degree in civil engineering from the University of California, Berkeley and a Master of Science degree in transportation from the Massachusetts Institute of Technology.
