Seasoned transportation leader to drive strategic growth and client success across the Carolinas
CHARLOTTE, N.C. (Feb. 16, 2026) – Greg Boulanger, PE, has been named Carolinas office leader for HNTB. In this role, he leads multidisciplinary professionals in delivering transportation and infrastructure solutions throughout North Carolina and South Carolina while advancing mobility, long-term regional growth and client partnerships. He succeeds former office leader Spencer Franklin, PE, who was promoted to HNTB Mid-Atlantic Division operations officer.
“Greg is a collaborative, client-focused leader with a deep understanding of the Carolinas market and the transportation investments shaping its future,” said Bryan Jones, HNTB Mid-Atlantic Division president. “He has a proven track record of translating strategy into results and mentoring high-performing teams to deliver for our clients.”
Boulanger has more than 27 years of experience managing complex transportation programs and leading high-performing teams, with involvement in nearly $30 billion in transportation projects across the Carolinas and the East Coast. His experience includes planning, design, program management and construction management assignments for high-profile programs and projects for the Charlotte Douglas International Airport, Charlotte Area Transit System, North Carolina Department of Transportation and North Carolina Turnpike Authority.
Since joining HNTB in 2008, Boulanger has served in key leadership roles on major highway, transit and aviation initiatives. Most recently, he served as Charlotte group director, overseeing teams and initiatives that supported regional growth, long‑term vitality and evolving client needs.

Boulanger holds a bachelor’s degree in civil engineering from the University of Hartford and is a registered licensed professional engineer in North Carolina. He also serves on the board of trustees for the Charlotte Regional Business Alliance.
