HNTB is providing program management consulting (PMC) services for the Georgia Department of Transportation (Georgia DOT) Public-Private Partnerships (P3) Division on major transportation projects in the region and across the state of Georgia to boost the state’s competitiveness.

Major Mobility Investment Program

Several of those projects include Georgia DOT’s Major Mobility Investment Program (MMIP), which is an initiative aimed at reducing congestion and enhancing safety along Georgia's key freight and passenger corridors. Transportation projects under this program create additional capacity, improve freight movement, provide transportation upgrades, efficiencies and choices, enhance safety and decrease travel times for motorists and transit users. With a focus on innovation, Georgia DOT is utilizing alternative delivery contracts to advance these crucial projects, such as design-build, design-build-finance, design-build-finance-maintain and design-build-finance-operate-maintain.

Georgia’s MMIP includes:

  • 3 major interchange reconstruction projects
  • 4 major express lanes projects
  • 3 major interstate widening projects
  • 1 commercial vehicle lanes project
  • 4 advanced improvement projects (bridge replacements, auxiliary lanes, interchange upgrade) for early delivery of MMIP project scope

HNTB is responsible for providing program management and construction management services, including:

  • Providing oversight concept and environmental
  • Supporting the development and execution of alternative delivery procurements
  • Providing cost and schedule oversight
  • Supporting communications and outreach
  • Providing design and environmental oversight expertise
  • Supporting post-let and construction administration

Working as an integrated part of the PMC team, HNTB’s Advisory Practice provides strategic planning, commercial structuring, market interaction and technical expertise for several of the large-scale alternative delivery projects being delivered through P3 — design, build, finance, operate, maintain (DBFOM) method.

HNTB aligns with Georgia DOT to support procurements including technical provisions and commercial terms alongside Georgia DOT’s P3 Division, legal and financial advisors. HNTB’s Advisory Practice also provides transaction leadership for Georgia DOT’s highest profile projects under the MMIP, including the client’s first revenue risk P3 project, the State Route (SR) 400 Express Lanes and the I-285 Express Lanes projects.
