Accomplished transportation executive brings nearly 30 years of tolling, operations and leadership experience

ARLINGTON, Va. (Nov. 4, 2026) – Rosa Rountree has joined HNTB as a practice consultant and vice president. She will support the firm’s national toll market, partnering with clients to advance tolling and mobility programs, strengthen operations and customer service and implement technology-driven solutions that improve the travel experience.

Rountree is a nationally recognized transportation executive with nearly 30 years of public- and private-sector experience. Her background spans electronic toll collection, customer service operations, intelligent transportation systems, mobility pricing, interoperability, infrastructure delivery and public-private partnerships.

“Rosa’s extensive experience building and managing client relationships, combined with her proven leadership of complex transportation organizations, makes her an exceptional addition to our team,” said Bryan Jones, HNTB Mid-Atlantic Division president and senior vice president. “Her ability to develop trusted partnerships and understand agency priorities will further strengthen how we work with clients to address evolving transportation needs.”

Most recently, Rountree served as a national operations director for an engineering firm, leading mobility strategy and tolling innovation initiatives involving intelligent transportation systems and public-private partnerships.

“Rosa has experienced tolling from nearly every angle, from agency leadership and customer operations to technology implementation and national mobility strategy,” said Randy Cole, HNTB national toll market sector leader and senior vice president. “That 360-degree perspective will be especially valuable as we continue helping agencies navigate the operational realities behind modernization and turn ambitious ideas into programs that work for their customers.”

Earlier in her career, she served as executive director of the State Road and Tollway Authority in Georgia, where she led tolling modernization, organizational improvement and infrastructure funding initiatives. She also held an operations leadership role with the Central Florida Expressway Authority, helping launch the E-Pass electronic toll collection customer service program.

“Rosa has been a trailblazer throughout her career, advancing the tolling industry while creating a path for more women to lead,” said Mary Jane O’Meara, HNTB national tolling practice consultant and vice president. “Her willingness to take on complex challenges and lead meaningful change has made a lasting impact on organizations and the industry as a whole.”

Rountree was named a Woman in Tolling Trailblazer in 2024 and an honorary member in 2021 by the International Bridge, Tunnel and Turnpike Association (IBTTA). She holds a bachelor’s degree in accounting from the University of West Florida.
