Environmental compliance and NEPA specialist brings nearly 20 years of technical and leadership experience
BATON ROUGE, La. (July 30, 2025) – Raegan Ball has joined HNTB as a senior project manager. With nearly 20 years of experience in environmental and transportation leadership, Ball brings deep expertise in National Environmental Policy Act (NEPA) project management, environmental compliance and risk-based oversight. In her new role, Ball will play a pivotal part in working alongside clients to navigate complex regulatory environments.
“Raegan brings a unique blend of technical depth and strategic insight to further advance our environmental leadership in the region,” said Dusty Bastion, PE, HNTB’s Gulf Coast office and vice president. “Her collaborative approach and proven ability to align environmental solutions with project goals will be instrumental in delivering successful outcomes for our clients.”
Prior to joining HNTB, Ball served as the deputy division administrator for the Federal Highway Administration’s (FHWA) Louisiana Division, where she led environmental coordination for the I-10 Calcasieu River Bridge Project—one of the state’s most complex NEPA efforts. Her career also includes leadership roles in FHWA’s Colorado, Missouri and Nebraska divisions, where she directed environmental programs, developed risk-based oversight frameworks and streamlined compliance processes in collaboration with state departments of transportation and federal agencies.
She is a recipient of multiple FHWA Administrator’s Awards for Excellence in Teamwork and has been recognized for her contributions to environmental innovation and interagency collaboration.
Ball earned a Bachelor of Science degree in applied biological sciences from Arizona State University.
