Seasoned transportation economist lead in multimodal planning, sustainability and strategic policy
ATLANTA (May 8, 2025) – Paula Dowell has been named HNTB Corporation’s national integrated planning services practice leader. Based in the firm’s Atlanta office, Dowell will guide integrated planning strategy and support clients and teams nationwide.
In this role, Dowell will focus on delivering unparalleled value to clients through multimodal systems planning; urban design and planning; freight and goods mobility; environmental planning; resilience and sustainability planning; and strategic planning, policy and communications services.
Dowell brings more than 24 years of experience in multimodal transportation planning, economics and policy to this role. Since joining HNTB, Dowell has played a prominent role in positioning the firm as a leading planning consultant and adviser to several states including Texas, Georgia, Louisiana and Mississippi.

Dowell is active in the Transportation Research Board, where she has served on the Agricultural and Food Supply Chain Committee, the Transportation Economics Committee, the Transportation and Economic Development Committee and the Urban Goods Movement Committee. She also is a member of the International Transport Economists Association and the Council of Supply Chain Management Professionals.
