Veteran USACE leader brings three decades of civil works, navigation, flood risk management and ecosystem restoration expertise
DES MOINES, IOWA (July 9, 2025) – Michael Tarpey, PE, PMP, has joined HNTB, a leading infrastructure solutions firm, as a senior project manager. In this role, he will collaborate with clients to advance water resource initiatives and deliver complex projects in navigation, flood risk management and ecosystem restoration. Tarpey brings more than three decades of experience in civil works engineering, project management and strategic leadership, with a distinguished career at the U.S. Army Corps of Engineers (USACE).
Over his long tenure with USACE, he held key leadership roles at Headquarters, Civil Works, the Inland Navigation Design Center, Rock Island District and Europe District, where he successfully led multidisciplinary teams through some of the Corps’ most challenging civil works projects. His experience spans major initiatives in navigation, flood risk management, ecosystem restoration and military construction.

Tarpey holds both a master’s and bachelor’s degree in civil engineering from the University of Illinois. He is a licensed Professional Engineer in Wisconsin and a certified Project Management Professional.
