Mark Hicks joins HNTB as Toll Practice Consultant

Industry leader brings deep expertise in client management, as well as ITS and toll system planning, design, procurement, implementation and performance optimization

AUSTIN, TEXAS (Sept. 5, 2025) Mark Hicks has joined HNTB Corporation as a toll practice consultant and vice president supporting the national toll market. With more than two decades of experience in program and project management across the tolling industry, Hicks brings a wealth of expertise in the procurement, implementation, operation and maintenance of a wide range of toll systems—from roadside collection systems and express lanes to complex back-office operations and intelligent transportation systems (ITS).

“Mark’s experience in cultivating and managing client relationships, as well as his deep technical knowledge and proven leadership in tolling systems make him an exceptional addition to our team,” said Scott Haywood, HNTB Central Division president and senior vice president. “His ability to build strong partnerships and deliver innovative solutions will be instrumental in helping our clients meet the evolving demands of transportation infrastructure.”

Throughout his career, Hicks has led major tolling initiatives for agencies including the Texas Department of Transportation, Tampa Hillsborough Expressway Authority, Central Texas Regional Mobility Authority, Golden Gate Bridge Highway and Transportation District and the North Carolina Turnpike Authority. His work has spanned toll system planning, procurement, infrastructure design, system testing, implementation oversight, business rule development, performance, data analysis and operations support. He has led marketing and communications initiatives for toll agencies, played a key role in all-electronic tolling transformations and enhancing customer service operations.

In addition to his technical and managerial accomplishments, Hicks is an active member of the International Bridge, Tunnel and Turnpike Association (IBTTA), where he contributes to several committees and working groups, including the Government Affairs Committee, the Lost Revenue Task Force and the Road Usage Charging Committee. A 2017 graduate of the IBTTA Leadership Academy, he currently serves as Vice Chair of Professional Development and Awards for the Leadership Academy Alumni Association. He has also authored multiple industry publications focused on tolling technology, communications and operational efficiency.

Hicks holds dual bachelor’s degrees in English and Biology from Texas Tech University.
