Innovative industry leader brings nearly three decades of South Carolina infrastructure experience
COLUMBIA, S.C. (Feb. 6, 2023) – Joy Riley, PE, PMP, CPM, DBIA, has joined HNTB as a senior project manager in the Carolinas office. Based in Columbia, Riley is a widely known and well-respected professional engineer with more than 25 years of environmental and transportation industry experience working on innovative and expansive strategic infrastructure projects.

For the past 13 years, Riley was a senior engineering project manager with the South Carolina Department of Transportation, most recently working as project director for the I-526 Lowcountry Corridor Project with SCDOT’s Office of Alternative Delivery. The I-526 corridor program includes $7 billion of interstate improvement projects representing the largest and most complex projects developed by SCDOT to date. During her time there she served as a program manager, for the Rock Hill and Lowcountry regions of the state, where she developed a wide range of mobility projects, including bike and pedestrian improvements, bridge replacements, intersection improvements, major widening projects and interstate and interchange projects.
As president of the WTS South Carolina chapter, Riley is dedicated to developing a diverse transportation workforce that mirrors the communities that it serves. Riley is a licensed professional engineer, project management professional, design build professional and a certified public manager. She graduated from Clemson University with a Bachelor of Science degree in biosystems engineering.
