Javier Rodriguez joins HNTB as senior vice president and Southeast Division business development officer

Transportation executive brings more than 30 years of experience leading tolling, mobility and infrastructure programs

MIAMI (July 2, 2026)Javier Rodriguez, P.E., has joined HNTB as senior vice president and business development officer. Based in Miami, Rodriguez will support strategic growth initiatives, strengthen client relationships and help advance tolling and mobility solutions that address communities’ evolving transportation needs.

Rodriguez brings more than three decades of transportation leadership experience in tolling, operations, finance, planning, design and infrastructure delivery.

Rodriguez most recently served as president and chief strategy officer of an engineering consulting firm. Prior to that, he served as executive director of the Miami-Dade Expressway Authority for 15 years, where he oversaw the expansion, finance, operations and maintenance of one of the region’s most significant expressway systems.

During his tenure leading the Miami-Dade Expressway Authority and its successor organization, the Greater Miami Expressway Agency, Rodriguez guided approximately $1.4 billion in mobility improvements and the transition of the agency’s expressway network to all-electronic tolling. He also focused on strengthening relationships with regional transportation partners, including the Florida Department of Transportation, Florida’s Turnpike Enterprise, Miami-Dade County, the Metropolitan Planning Organization, state and local agencies and municipalities.

Before joining the Miami-Dade Expressway Authority, Rodriguez spent more than 15 years with the Florida Department of Transportation District 6, including serving as director of transportation systems development. His career has included leadership across administration, construction, design, inspection and transportation development.

Rodriguez is a registered professional engineer in Florida and Puerto Rico and earned a Bachelor of Science in civil engineering from Florida International University. He served as president of the International Bridge, Tunnel and Turnpike Association in 2015 and was recognized with the organization’s honorary lifetime membership in 2017.
