Innovative project delivery veteran to guide national P3 initiatives at ARTBA
NEW YORK (Aug. 5, 2025) — HNTB announced Katayoun “Kat” Sadeghi, senior vice president and managing director for the firm’s national Advisory practice, has been elected president of the Public-Private Partnerships (P3) Division of the American Road & Transportation Builders Association (ARTBA).
With two decades of experience in infrastructure development and project finance, Sadeghi brings deep expertise in structuring and delivering complex infrastructure projects using innovative delivery methods. Her leadership in the P3 space has helped public agencies and private entities across North America navigate the challenges of risk allocation, funding and long-term asset performance.

In addition to serving HNTB clients, Sadeghi will work with ARTBA’s P3 Division to lead efforts in promoting best practices, fostering collaboration between the public and private sectors, and shaping policy discussions around innovative delivery. Her appointment comes at a pivotal time as agencies seek to maximize the impact of Infrastructure Investment and Jobs Act (IIJA) funding and look toward surface transportation reauthorization.
Sadeghi has been an active member of ARTBA’s P3 leadership for several years, previously serving as the Division’s second vice president and first vice president.
