HNTB names Scott Shroyer civil engineering department manager in San Diego

Shroyer brings decades of transit and rail experience to support regional transportation clients

SAN DIEGO – (August 28, 2026) – HNTB Corporation has named Scott Shroyer as department manager for civil engineering in the firm’s San Diego office. Shroyer brings the experience and leadership needed to help Southern California transportation agencies deliver critical infrastructure investments that enhance mobility and support growing communities.

Shroyer brings a comprehensive background in civil and infrastructure engineering, with expertise spanning project management, design oversight and program delivery. His experience across both public agency and consultant environments gives him a nuanced understanding of the challenges transportation clients face and the solutions that move projects forward.

Most recently, Shroyer served as director of engineering at North County Transit District (NCTD), where he oversaw engineering operations, managed capital improvement programs, and led multidisciplinary teams delivering complex rail and transit infrastructure projects across San Diego County.

Shroyer earned a Bachelor of Science in civil engineering from Purdue University and is a registered professional engineer in California.
