HNTB names James Marshall as New Hampshire location leader

Former NHDOT executive to support project delivery and strategic growth across the state

BEDFORD, N.H. (Feb. 3, 2026) – HNTB has named James A. Marshall, PE, as location leader for the firm’s New Hampshire office. Marshall brings more than 35 years of transportation infrastructure experience, including senior leadership roles with the New Hampshire Department of Transportation, where he oversaw statewide highway design operations and multimillion-dollar capital programs.

Marshall most recently served as Administrator of the Bureau of Highway Design at the New Hampshire Department of Transportation. In that role, he directed highway design activities statewide with responsibility for personnel leadership, policy implementation and budget execution, while ensuring compliance with state and federal transportation regulations.

Throughout his public service, Marshall led delivery of large-scale transportation projects and programs that advance mobility and safety for communities across New Hampshire. His experience includes management of emergency response and resurfacing programs with significant annual budgets, as well as oversight of municipal projects.

Marshall is a licensed professional engineer in the state of New Hampshire. He has been involved in the transportation community through previous leadership roles with the American Association of State Highway and Transportation Officials Committee on Design and Committee on Active Transportation, and he has held several leadership positions within the New Hampshire section of the American Society of Civil Engineers.
