Carlos Campo joins HNTB as toll services director

Nationally known mobility leader brings experience in transportation technology, policy and finance

SANTA ANA, Calif. (Aug. 19, 2025)Carlos Campo, PE, PMP, has joined HNTB Corporation as toll services director and vice president in the firm’s Orange County, California office. A recognized national leader in innovative mobility programs, Campo brings two decades of experience in complex infrastructure programs to HNTB.

Campo has extensive experience in all phases of managed lanes and tolling programs. Throughout his career in the private and public sectors, Campo has led complex transportation technology programs from the feasibility stage through operations.

Prior to joining HNTB, Campo served another consulting firm as its national toll practice leader. He filled the firm’s market sector leadership role while also directing major projects, including the Innovate 680 program for the Contra Costa Transportation Authority. In California, he also led projects for the Los Angeles County Metropolitan Transportation Authority and the Bay Area Infrastructure Financing Authority.

A long-time member of the International Bridge, Tunnel and Turnpike Association, Campo is currently serving as co-chief meeting organizer for the association’s 93rd Annual Meeting & Exhibition, being held in Denver Oct. 11-14, 2025. He previously was chair of the Transportation Research Board’s Standing Committee on Managed Lanes.

Campo holds master’s degrees in city and regional planning and transportation systems engineering from the Georgia Institute of Technology. He also holds a bachelor’s in civil engineering from the Universidad de Los Andes (Colombia). He also holds certifications as a Professional Engineer in four states and as a Project Management Professional.
