Andrew Quinn named project director in HNTB’s Los Angeles office

Tolling and roadway pricing expert brings more than 15 years of regional transportation leadership

LOS ANGELES (April 9, 2026)Andrew Quinn has joined HNTB Corporation as a project director, strengthening the firm’s tolling and multimodal transportation capabilities in Southern California. Based in HNTB’s Los Angeles office, Quinn will support tolling and transportation agencies while helping grow the firm’s toll practice across the Los Angeles region.

“Andrew’s background reflects a rare combination of policy insight, technical expertise and hands-on delivery experience,” said Yoga Chandran, PhD, PE, GE, senior vice president and Los Angeles office leader for HNTB. “His leadership will enhance our ability to partner with public agencies as they advance complex tolling and managed lanes programs that improve mobility, support sustainability goals and deliver long-term value to the region.”

Quinn has more than 15 years of experience in transportation planning, roadway pricing and project delivery, with a proven record of advancing complex multimodal infrastructure projects including toll facilities and managed lanes, transit and rail, zero-emission vehicle, and active transportation projects. Most recently, he served as assistant deputy director of roadway pricing for Caltrans, where he helped lead the state’s Carbon Reduction Program and collaborated with toll agencies to advance multiple managed lanes projects statewide. His work focused on integrating sustainability, equity and performance outcomes into tolling and revenue investment strategies and working with agencies to develop and implement Vehicles-Miles-Traveled mitigation programs.

Previously, Quinn held several leadership roles at Los Angeles County Metropolitan Transportation Authority, where he supported the planning and structuring of major capital projects, including the Sepulveda Transit Corridor, one of the region’s most significant multimodal transportation initiatives, and launched and scaled agencywide vehicle and sustainability programs. Earlier in his career, he worked for the City of Long Beach, California, overseeing park and active transportation planning and construction, and as an urban planning consultant in international development

Quinn earned a master’s degree in urban planning from New York University and a bachelor’s degree from Columbia University.
