Former Federal Highway Administration leader is a nationally recognized highway safety and design expert
TAMPA, Fla (July 24, 2025) – Jeffrey Shaw, PE, PTOE, PTP, RSP1, has joined HNTB Corporation as senior technical advisor and associate vice president. Shaw will use his expertise in road safety and highway design to guide clients on safety program initiatives and large-scale transportation projects across the U.S.
Shaw comes to HNTB from the Federal Highway Administration (FHWA), where he led the strategic development and national delivery of the FHWA’s Intersection Safety Program. His work focused on data-driven safety analysis, innovative roadway design, traffic control devices and human factors.
“Jeff’s extensive experience in national safety programs and infrastructure policy will bring critical insights to our clients,” said Len Becker, HNTB West Florida office leader and senior vice president. “Jeff has worked across multidisciplinary teams to advance data-driven solutions in highway design, operations and maintenance — contributing to the shared goal of improving roadway safety and system performance for all users.”
Shaw’s experience includes coordinating among FHWA divisions and with national and international partners to advance intersection safety through research, technical assistance and policy development. He played a central role in the national “Every Day Counts” initiative promoting innovative intersection and interchange design and contributed to cross-cutting efforts implementing the Safe System Approach, connected vehicle technologies, pedestrian safety and roadway lighting. He led strategic planning efforts, oversaw major federal contracts and served as technical manager, educator and national representative.
Shaw’s work earned him noteworthy recognition, including the FHWA Engineering Excellence Award, the FHWA Administrator’s Superior Achievement Award and the U.S. Department of Transportation Secretary’s Transportation Safety Award.
He also has held leadership roles on committees and research panels for the Transportation Research Board, the Institute of Transportation Engineers, the World Road Association and the American Association of State Highway and Transportation Officials.
Earlier in his career, Shaw served as a geometrics engineer and senior unit chief for the Illinois Department of Transportation (IDOT), where he worked on projects across northeast and north central Illinois. In his roles with IDOT, he led the preparation of NEPA reports and preliminary engineering documents, completed geometric design reviews and approvals conducted safety investigations and coordinated project development with FHWA, local agencies and IDOT Central Office.

Shaw received a bachelor’s degree in civil engineering from the Illinois Institute of Technology.
