Former OCTA leader brings three-plus decades of experience in strategic planning and collaboration
SANTA ANA, Calif. (June 24, 2025) – Kurt Brotcke has joined HNTB Corporation as a project director in the firm’s Orange County, California office. A recognized national leader in strategic planning, Brotcke brings 35 years’ experience in complex infrastructure programs to HNTB. In this new role, he is contributing to current projects as well as mapping out future client needs and capital improvement funding needs.

Prior to joining HNTB, Brotcke spent more than three decades at the Orange County Transportation Authority, including the past 17 years as director, strategic planning. In that role, he led long-range transportation planning, freeway and strategic transit plans, and countywide bus restructuring efforts; developed and executed strategic transportation plans supporting a $13+ billion sales tax measure; and secured more than $400 million in grant funding for critical transportation projects.
Brotcke also served as a liaison to the California Transportation Commission and was a guest lecturer at the Mineta Transportation Institute.
Prior to being named director, he filled other roles at OCTA where he developed transportation plans and solutions for major travel corridors, including Interstate 405, State Route 91 and State Route 57. He also managed the West Orange County Project Definition Study and prepared the annual SR-91 Implementation Plan, identifying capital improvements for the corridor connecting Orange and Riverside Counties.

Brotcke holds a master’s in public administration from California State University, Long Beach. He also holds bachelor’s degrees in political science and journalism from California State University, Northridge.
