Industry veteran responsible for growing HNTB’s mobility practice in the region
CHICAGO (August 31, 2020) – HNTB Corporation named Peter Costa, AICP, PTP, an industry veteran with 15 years of leadership in transportation planning, policy and infrastructure, as manager of its Urban Mobility Planning practice for the company’s Great Lakes Division. He is based in Chicago.
The practice takes an inclusive “complete streets” approach to working alongside community members in reshaping streets to enable safe, convenient and comfortable travel choices for any user—regardless of age, ability, socioeconomic status and mode of transportation. It prioritizes equitable development of projects that focus on greater access to opportunities. Costa’s duties include guiding and integrating a holistic set of services to advance urban mobility for HNTB clients in the region and supporting other HNTB mobility initiatives throughout the country.

Costa is a versatile transportation planner with expertise in Transportation Demand Management, active transportation system planning, street design, traffic simulation, parking and curbside management policy, emerging mobility and public engagement. His work has helped clients prioritize transportation investments that build “complete communities” with healthier, affordable travel choices and increased access to goods, services, jobs and loved ones. He is a trusted advisor to city planning and public works officials, transit managers, architects and developers, and has initiated and led mobility programs around the country.
Costa is active in several industry groups, including the American Planning Association, the American Public Transportation Association, the Association of Commuter Transportation, and the Society for College and University Planning. He earned both his Bachelor of Science in liberal arts and his master’s degree in urban planning and public policy from the University of Illinois at Chicago.
HNTB works on some of the Chicago area’s most significant transportation projects, serving as program manager for the Illinois Tollway, civil lead and tunnel designer for the O’Hare Airport Terminal expansion project, program manager for Chicago Transit Authority’s Red Line Extension and designer of the Navy Pier Flyover pedestrian bridge on the Lake Front Trail.
