Accomplished professional with 40 years of railway experience in transit and rail systems, involved in numerous large-scale projects to enhance passenger experience, operational efficiency and safety
PHILADELPHIA (July 9, 2024) – Percival Buxhoeveden has joined HNTB as a project director and associate vice president, bringing significant leadership experience and a broad range of technical skills essential to transit and rail systems, including management, design and implementation of signal, communications, cab-signaling and positive train control systems and back-office control systems, as well as integration of these systems with related transit and rail systems and infrastructure.
In his new role, Buxhoeveden will lead major transit and rail programs for the firm’s clients to help advance large scale projects and programs involving the construction of new train control systems and infrastructure to improve operations and system reliability. This entails overseeing all aspects of the project life cycle, from scope development to cost, quality control and project management.

Throughout his impressive career, Buxhoeveden has been involved in design and management of signal and train control projects for major transportation authorities across the U.S., including, Amtrak, Northern Indiana Commuter Transportation District (NICTD), Caltrain, Metra, Long Island Rail Road (LIRR), Metro-North Railroad (MNR), New Jersey Transit (NJT), Southeastern Pennsylvania Transportation Authority (SEPTA), Maryland Transit Administration (MDMTA), Washington Metropolitan Area Transit Authority (WMATA), Dallas Area Rapid Transit (DART), and others.
Most recently, Buxhoeveden served as the national signal manager and vice president for another consulting firm with responsibility for business development and growth of the firm’s signal group, as well as management and design oversight of projects and staff.
Buxhoeveden is an active member of the American Railway Engineering and Maintenance-Of-Way Association’s (AREMA) Committee 39 Positive Train Control and previously served as the Signal Control and Applications 37-3 Subcommittee Chair.
