- KC Levees: Utilizing Collaboration to Minimize Railroad Impacts During Construction
- Through intense communications and collaboration, the Kansas City Levees Team (of USACE Kansas City District) aimed to find the least impactful solutions while managing competing priorities for the design and construction of 12 complex stoplog closure structures. This session will explore the procedures, examples, and best practices that resulted in minimized impacts within a nationally critical railroad hub.

Tom Poer, PE, PMP, ENV. SP, F. SAME – Mr. Poer is a water resource engineer, project director, and vice president for HNTB Corporation. He has nearly 30-years of experience working with hydrologic, hydraulic, transportation and civil projects specializing in levees, gates, pipes, pump stations and watersheds for riverine, coastal, water main, sanitary sewer and stormwater infrastructure.
Mr. Poer has worked on many flood risk management, navigation, ecosystem restoration and military construction projects for the Army Corps of Engineers as well as for other state, local and private entities. With the New Orleans District of the Army Corps of Engineers, he was the civil lead on the Seabrook floodgate complex, designer on the West Closure complex pump station, hydraulic engineer on the Grand Isle beach renourishment project and lead engineer in the development of videos to communicate flood risk to the public. Projects with the Kansas City District of the Army Corps of Engineers include serving as the project manager and engineer for hundreds of task orders from planning, design, construction to operations and maintenance including civil works infrastructure and technology including the deign delivery for the KC Levee Raise project.
Mr. Poer holds a Bachelor of Science in Civil Engineering and a Masters of Science in Engineering Management from the University of Kansas. He is a registered Professional Engineer, a Project Management Professional, an Envisionâ„¢ Sustainable Professional and a Fellow in the Society of American Military Engineers.
