HNTB welcomes Ralph A. Qualls, Jr., director of project development

Qualls brings more than 40 years of experience in public infrastructure design and construction

OAKLAND, Calif. (July 20, 2010) – Ralph A. Qualls, Jr., has joined HNTB as director of project development for the Northern California District and an associate vice president. Qualls brings more than 40 years of experience in the design and construction of public facilities, including infrastructure, transportation, sanitary sewer, water, airport and building projects.

 
In his new role at HNTB, Qualls will work with leaders and project managers on client and project development with local governments, transportation agencies and special districts in the Bay Area and throughout northern California. He will also assist HNTB leadership in recruiting and training engineering staff throughout the Western Division, particularly in the area of local government infrastructure engineering.
 
Before joining HNTB, Qualls served as director of public works for the cities of Cupertino, Calif., and San Jose, Calif. He was responsible for the planning, development, design and construction of approximately $1 billion in public projects. Qualls is also well known for his work on the HNTB-designed Mary Avenue Bicycle Footbridge which recently won the 2010 California Transportation Foundation TRANNY Award for Pedestrian/Bicycle Project of the Year.
 
 Qualls is a member of American Public Works Association and serves as department president – state board of directors for the League of California Cities. He served in the U.S. Army and U.S. Air Force Reserve for 26 years, retiring from the California Air National Guard as a lieutenant colonel and engineering squadron commander.
