HNTB, as part of a larger design team, designed the Tom Bradley International Terminal West Modernization project.  The project expands and reconfigures the existing international terminal by replacing the existing concourses that have gates on only one side with new double sided gated concourses, which accommodate large new aircraft including the A380 aircraft.

The project is a major phase of a one million square foot expansion of the existing Tom Bradley International Terminal (TBIT) at Los Angeles International Airport. The project was the first major terminal expansion in more than 20 years at the airport. The project includes terminal planning and design for new passenger concourses, a significant increase in concessions and airline first class lounges located post-security and new facilities for the Transportation and Security Administration (TSA), a FIS facility for Customs and Border Protection (CBP), airline spaces, baggage claim and enhanced passenger services that will significantly enhance the arrivals and departures experience for international passengers.  The FIS expansion project will increase international passenger processing to over 4000 passengers per hour.

HNTB was specifically responsible for the design to the enhancements and expansion of the concourses and the US CBP facility portion of this project. HNTB worked with all stakeholders facilitating input from the stakeholders for the design of the Federal Inspection Services facility. This included over 30 meetings with local, regional, and national levels of the US Customs and Border Protection (CBP) Agency. HNTB was responsible for recording and issuing meeting minutes for all stakeholder and design meetings. HNTB coordinated all the baggage, MEP, structural, IT and telecommunication sub consultants. HNTB created phasing documents to maintain terminal and CBP operations during the renovation and expansion of the FIS facility. HNTB worked with stakeholders including AvAirPros and other international airline representatives to coordinate how the project would be designed and phased. HNTB worked with the following LAWA Airport departments to obtain stakeholder feedback and input into the design:

  • Terminal operations
  • Security
  • Airport Police
  • IT / telecommunications
  • Real estate/properties
  • Facility maintenance
  • Airport management (the airport director and her staff)
  • Janitorial maintenance
  • Capital Development Engineering and Construction
  • Airport planning department

HNTB performed the following services: Terminal programming, planning, design, as-built /site conditions verification, sub consultant coordination, bidding services, construction administration and commissioning.

HNTB performed the design using building information modeling software which was used for constructability review and building system clash detection and coordination. HNTB responsibilities include preparing all the documents for Building Department and other regulatory agency reviews and the processing of the documents for permitting.
