William B. Arnhart, PE, associate vice president, based in the Arlington office, provides assistance to project managers in establishing and maintaining cost and schedule controls for projects. He has assisted in many major programs in both design and construction. Significant projects he has worked on include the design schedule for the Greater Orlando International Airport, the design and construction schedules for the Dulles Tunnel Project, the monitoring of construction schedules for both the Greenville Mississippi River Bridge and the Golden Gate Bridge seismic retrofit, and design construction schedules for the Los Angeles International Airport. He has also been requested by owners to perform independent reviews of programs such as the North Terminal Development Program Schedule for the Miami International Airport.
Arnhart has the experience to examine project issues and assist in providing mitigation assistance to minimize the impact of issues and perform a re-baselining of a program to provide project managers a realistic target and plan to complete the work. This expertise has been used by HNTB on several projects.
In addition to his work with HNTB, Arnhart serves as an adjunct professor at George Washington University teaching graduate courses in construction project management and program management. These courses focus on the advantages of the Critical Path Method of project management in completing a project on time and under budget.
Arnhart holds a bachelor’s degree in civil engineering from the Virginia Polytechnic Institute and a master’s degree in engineering management from George Washington University.
