Steven Cyra, PE, PTOE, is associate vice president and principal engineer in HNTB’s Milwaukee office, where he also serves as the manager of the firm’s traffic operations department. Steve is a nationally recognized expert in the field of Traffic Incident Management and has served as the consultant project manager for the highly acclaimed Wisconsin Department of Transportation (WisDOT) Traffic Incident Management Enhancement (TIME) program since its inception in 1995. Steve joined the firm in 1995 and has more than 21 years of professional experience in traffic engineering, traffic operations, and the planning design and implementation of Intelligent Transportation Systems. His public sector experience includes serving as associate traffic engineer for the cities of Dallas, Tex., and Anaheim, Calif.
In 2002, the WisDOT TIME program that Cyra supported was selected as an ITS America “Best of ITS” Award winner in the partnership deployment category. Receiving this award helped cement HNTB as a national leader in the traffic incident management field. The TIME program continues today as an on-going transportation-public safety partnership that is improving the safety and efficiency of freeways in Southeastern Wisconsin and statewide.
Cyra has been recognized by his peers and the profession, receiving the Institute of Transportation Engineers (ITE) James H. Kell Fellowship and the ITE WI Section Martin Bruening Award. Steve also was a recipient of an FHWA/ITE scholarship to participate in an ITS study tour of Japan. During his tenure at HNTB, he has prepared or presented more than 30 technical papers/presentations at local, state and national conferences, many of which were co-authored with clients.
Cyra is an active member in professional societies. For the Institute of Transportation Engineers, he is WI Section past president, chair of the ITE TIM committee, vice chair of the executive committee of the ITE Management and Operations/Intelligent Transportation Systems Council, serves on the ITE Transportation Security and Evacuation Advisory Committee, and is the ITE liaison to National Traffic Incident Management Coalition. Steve is also president of Smartways Wisconsin, the state chapter of ITS America, and has been active in a variety of Transportation Research Board efforts relating to traffic incident management.
He received his bachelor’s degree in civil engineering from the University of Wisconsin-Milwaukee.
