Jack G. Finn, PE, senior vice president and chair toll services, has secured and expanded HNTB’s No. 1 position in the U.S. toll industry. His national reputation is rooted in technical excellence and a commitment to advancing innovation for the benefit of clients and the traveling public.
Finn provides strategic counsel to clients on alternative funding mechanisms, such as tolling and public-private partnerships, and has detailed knowledge of evolving toll technologies. He has testified before Congress, spoken to both the Democratic and Republican Governors Associations and in 2007 was the only representative of the A/E industry invited to participate in the White House Surface Transportation Leadership Summit. As an active member of the International Bridge, Tunnel and Turnpike Association, Finn worked closely with IBTTA executives on the development of its Leadership Academy, facilitating HNTB’s major sponsorship of the academy, and current serves as chair of the IBTTA Foundation. He was chairman of the Transportation Committee of the American Consulting Engineers Council of New Jersey and had served on its Board of Directors. Finn, a noted toll expert, has been quoted in Engineering News-Record, USA Today, The Bond Buyer, Traffic Technology International, The Washington Post and many other media outlets.
Previously, Finn served as program manager for the award-winning New Jersey Turnpike’s $2.8 billion Widening and Improvement Program, one of the largest infrastructure programs in the country, and as an adviser to many of HNTB’s general engineering consultant assignments to toll agencies around the country.
Finn, who is in the Lake Mary office, earned a bachelor’s degree in Civil Engineering from Rensselaer Polytechnic Institute in Troy, N.Y., a master’s degree from Seton Hall University in South Orange, N.J., and has completed graduate studies in Civil Engineering from the New Jersey Institute of Technology.
