Gregory Le Frois, PE

Gregory Le Frois, PE, vice president and manager of HNTB’s national toll road and toll facilities group, has more than 27 years of extensive engineering and design experience. During his 24 years with HNTB, Le Frois has been involved in toll project feasibility studies, toll road design, toll plaza layout and design, toll facility operations, toll collection technologies, including electronic toll collection using automatic vehicle identification systems; violation enforcement systems; automatic vehicle classification systems; and capital and operations and maintenance cost estimating for all aspects of toll projects.

 

He has specialized expertise in the development, design and operation of managed lanes.  He managed HNTB’s efforts on the first-ever managed lanes project in the United States, the Route 91 Express Lanes in Orange County, Calif. This project was also one of the very first modern-day public-private partnership (P3) projects in the nation.

 

He is a member of the International Bridge, Tunnel and Turnpike Association, serving on their operations steering committee, and has been a speaker at their conferences and workshops. He also is a member of the Intelligent Transportation Systems of America and plays an active role in its electronic payment system subcommittee.

 

He has spoken at numerous conventions and workshop, sharing his expertise, innovations and solutions, including Maine Engineers Week, the 2005 Florida Planning and Zoning Association State Conference, several ITE conferences and many IBTTA workshops.  He most recently authored an article in a major toll magazine publication highlighting HNTB’s I-15 Managed Lanes project in San Diego.

 

He holds a bachelor’s degree in civil engineering from Clarkson University in Potsdam, N.Y., and is a registered professional engineer in California and New York.
