Virginia project transforms one of the country’s most-congested highways to an efficient managed lanes system

HNTB provided design services for the public-private partnership, design-build project that expanded northern Virginia’s I-95 high-occupancy vehicle lanes by 29 miles. The existing, fully reversible two-lane HOV system was retrofitted with a third lane and high-occupancy tolling technology throughout. 

Because lanes remained open during construction, traditional on-site surveys were not an option. Instead, HNTB used LiDAR to create a highly accurate, highly detailed 3-D model of the facility.

Design, which included geometric layout, drainage and flood plain analysis, traffic modeling and roadway, intelligent transportation system and toll system design, began in January 2012 and was 99-percent complete in 12 months. 

HNTB worked with the construction joint-venture team to develop a schedule, allowing the contractor to begin construction early and phase it efficiently as design packages were finalized. 

The lanes opened on time in December 2014. Daily commuters are saving 10 to 20 minutes round trip.
